Looking at a non-mahram woman even her face with lustful intention is absolutely forbidden. If there are no lustful intentions and there is no fear of being provoked, there is no problem in looking at the face of a non-mahram woman and her hands up to the wrists. Looking at the hair and body of a non-mahram woman other than her face and her hands up to wrists is forbidden even if the looking is without lustful intentions.
